AI Contract Overview
The City of Newport Beach Public Works Department is seeking qualified firms to provide on-call and as-needed staff augmentation services for inspection and construction administration. The scope of work includes inspections for development, encroachment, utility, traffic signal, and landscape permits, as well as construction observation, public contract administration, and utility coordination. Services will be performed on an hourly basis, with the consultant providing a Public Works Inspector or Construction Administrator to operate out of City Hall. A critical requirement is the inclusion of at least one Senior Inspector or higher with five years of experience in landscape maintenance or construction, proficiency in irrigation systems, and specific coursework in turf or soil science. Required certifications for this role include a valid Class C driver's license and a Department of Pesticide Regulation Qualified Applicators Certificate. The contract is a not-to-exceed agreement capped at 100,000 dollars, with an anticipated award date of February 2027. Selection is based on a best-value approach rather than the lowest bid, evaluating factors such as the project team's expertise, understanding of the scope, and the relevance of at least three public agency references. Awardees must provide a 100 percent Faithful Performance Bond and a 100 percent Labor and Materials Payment Bond. Compliance with California prevailing wage and Department of Industrial Relations requirements is mandatory. Proposals must be submitted electronically via the PlanetBids portal by December 10, 2026, and must include a local staffing list, resumes, and a fee schedule.
