The City of Cleveland’s Department of Public Utilities, Division of Water, is seeking proposals from qualified engineering firms to provide comprehensive design services for improvements to the plant computer control systems (PCCS) at its Morgan and Crown Water Treatment Plants. This project builds upon previous capital improvements that upgraded control systems at Nottingham and Baldwin Plants and established control system standards across all four facilities. The selected firm will be responsible for tasks including preliminary and detailed design, technical assistance, field services, bidding support, construction administration, inspection, commissioning, and project close-out, all following the established standards outlined in the Control System Improvements Project Manual. Access to critical documents such as the PCCS Standards manual and the 2020 PCCS Life Cycle Reports will be granted upon meeting confidentiality and qualification requirements, including signing an NDA and destroying copies if not selected. The proposal process emphasizes detailed organizational and technical approaches, including qualifications, project management plans, staffing, and schedule development, with a strong preference for a local presence in the Cleveland area. The firm must demonstrate relevant experience in computer control systems, SCADA, and water treatment processes, and may need to engage subconsultants for specialized disciplines. The City reserves the right to reject proposals, modify requirements, or waive irregularities as deemed necessary. The contract size is estimated between five and ten million dollars, with a response deadline of September 12, 2025. Proposers are required to submit a comprehensive fee proposal, complete all city forms, and provide evidence of financial stability if requested. The project aims to enhance the reliability and efficiency of the water treatment plants’ control systems, ensuring compliance with standards and supporting the City’s operational and environmental sustainability goals.
