AI Contract Overview

Pioneer Charter School of Science is seeking bids for Category 1 data transmission and internet access services across four sites divided between PCSS I and PCSS II. The primary objective is to establish a resilient network with automatic routing capabilities to ensure internet connectivity remains active across sites if a primary connection fails. Vendors must provide pricing for both 5 and 13 static IP addresses per site and are encouraged to propose 36-month agreement terms. Specific requirements include month-to-month pricing for a 1GB service at 13 Chapman Street in Beverly, which is expected to close during FY26. The project involves a new PCSS II Lower School building in Peabody with an anticipated service start date between July and September 2026. Bidders must agree to no reconnection fees for this new site and must invoice USAC directly via the Form 474 SPI process. Because the network is interconnected, the school prefers comprehensive bids for all sites, though partial bids will be evaluated per E-rate rules. Vendors are expected to respond to both this solicitation and Form 470 260004596 to cover the requirements for both school organizations.

ALL QUESTIONS/BIDS SHOULD BE COPIED TO 470CB@OCERATE.COM! All Pioneer Charter School of Science (PCSS) administrative services are provided by a single organization. However, since PCSS I and PCSS II are separate organizations as far as the Department of Elementary and Secondary Education and E-rate is concerned, we are forced to divide the network into those associated with PCSS I and those associated with PCSS II. The network will be managed by the administrative part of PCSS and contact with the vendor(s) will be via a single point of contact. PCSS II has two locations - an Upper and Lower School, as does PCSS I for a total of 4 sites. For detailed network requirements, see the uploaded New Resilient Network for The Pioneer Charter School of Science.pdf. Seeking pricing for network requirements per the attached New Resilient Network for the Pioneer Charter School of Science.pdf. Also seeking month-to-month pricing for minimum 1GB service with 1GB WAN for 13 Chapman Street, Beverly, MA. This location is anticipated to be closing during FY26 but due to construction an exact date is not known at the time. Although the vendor response for this Form 470 will be for PCSS II, the requirements for both schools are included in this document. See Form 470 #260004596 for PCSS I's portion of the network. Vendors are expected to respond to both this application and Form 470 #260004596. No firewall is required at any of the facilities. The network will be managed by the administrative part of PCSS and contact with the vendor(s) will be via a single point of contact. The goal is to create a network that automatically decides which path is the best routing path to the internet. For example, if PCSS II Upper Schools internet service is down, it will be able to get a faster and more reliable internet connection from available schools sites (PCSS II Lower or PCSS I Upper). The network then must route PCSS II Upper to get an internet connection via PCSS II Lower or PCSS I Upper's Internet Service. Minimum 5 static IP addresses are required at each site. Please provide pricing for both a minimum of 5 IPs as well as 13 IPs per site. All agreement term length options will be evaluated with a preference for 36 month. Due to the interconnectivity of the sites the school is seeking service for all sites. Partial bids will be evaluated appropriately per E-rate rules. The new PCSS II Lower School building at 67 Pulaski Street, Peabody, is expected to be fully ready by September 1, 2026 with service to start potentially as early as July 1. 2026. However, since the project is currently under construction, the completion date may shift. The move could occur earlier or later depending on construction progress and final occupancy approvals. Pioneer Charter School of Science will provide a minimum of 30 days written notice prior to the relocation date to selected vendor. This notice period allows adequate time for coordination, service adjustments, and network testing to ensure a smooth transition. Per the New Resilient Network for The Pioneer Charter School of Science.pdf document, there should be no fee for reconnecting service to the new site (67 Pulaski St, Peabody) including the minimum 3Gb dedicated Fiber Ethernet and the minimum 1Gb fiber data connections between PCSS II Lower to PCSS II Upper and PCSS I Lower School buildings. Any costs associated with fiber installation, configuration, or activation needed to maintain network connectivity should be included as separate line items in bids. Vendor must agree to invoice USAC directly via the Form 474 SPI process. Internet requests may be ISP only, Transport only, or both Transport and Internet. Installation (including special construction), Initial Configuration, Maintenance and Technical Support are potential requests if needed. Includes additional IP addresses and other similar services. Possibility of bandwidth increases through the life of awarded contract.
Requested services (2 line items): - Category 1 — Data Transmission And/Or Internet Access — Internet Access And Data Transmission Service - Category 1 — Data Transmission And/Or Internet Access — Standalone Data Transmission Service
State/local procurement requirements: Massachusetts state and local procurement laws
