The Naval Air Warfare Center, Weapons Division at China Lake, California, intends to award a sole source firm fixed price contract to Reynolds Systems RSI for Photon Doppler Velocimetry (PDV) Testing under part number RSI-2350-01. This action is justified under FAR 6.103.1 because RSI is the exclusive manufacturer of the required equipment and holds the exclusive data rights necessary to perform the testing, eliminating the possibility of competitive sourcing. No request for quotes will be issued, and this notice is strictly an intent to proceed with a non-competitive award. However, interested parties may submit a written capability statement by July 15, 2026, at 4:00 PM PST, referencing solicitation number N6893626SIMACQD550000E5500000310, demonstrating their ability to meet the required standards for quality, accuracy, reliability, and schedule. All potential responders must be registered in SAM.gov with an active status prior to submission, and it is strongly advised to initiate this process early due to potential processing delays of 10 to 15 days. Contractors must also be certified through the Defense Logistics Information Services to handle Controlled Unclassified Information, with access limited to a single designated Data Custodian per CAGE code who has a pre-approved DD 2345 on file with the Defense Logistics Agency.
