The New York State Department of Environmental Conservation is seeking proposals to replace the vessel used in the Peconic Bay Trawl Survey, an ongoing annual study of juvenile fish and invertebrates conducted since 1987. The current vessel, a 35-foot boat built in 1982, has supported the survey for over three decades, but a new vessel of similar functionality is required to ensure the continuity of this critical data collection effort. The survey relies on standardized methodologies to maintain data consistency, which is vital for regulatory decision-making and resource management. The contract will be awarded upon approval by the Office of the State Comptroller and is expected to last three years from the effective or acceptance date, with a project budget estimated between $500,000 and $1,500,000. The procurement process emphasizes compliance with New York State lobbying laws and procurement guidelines, restricting communication between proposers and government officials during the selection process. The project is located in Suffolk County, New York, and there are no specific MWBE or Service-Disabled Veteran-Owned Business participation goals for this contract. Interested parties must submit their proposals by August 20, 2025, and can contact Rachel Sysak, a Marine Biologist at the DEC, for further information. The solicitation is publicly accessible online, and the project aims to ensure the continued integrity and utility of the Peconic Bay Trawl Survey data for environmental management purposes.

The New York State Department of Environmental Conservation (Department) is seeking a new platform that will allow it to continue the Peconic Bay Trawl Survey. The Peconic Bay Trawl Survey is an annual juvenile fish and invertebrate trawl survey run annually since 1987. The survey has had one vessel in its 34+ year history, the David H. Wallace, which was built in 1982. The current vessel is 35 feet in length, with a beam of 11 feet 2 inches. The Department requires a replacement vessel of similar functionality to the current vessel to continue this survey into the future as it supports many mandated data needs. The survey requires strict adherence to standardized methodologies in order to maintain data integrity and allow management to compare current survey and historical data in making regulatory decisions. Pursuant to the State Finance Law Sections 139-j and 139-k, this RFP includes and imposes certain restrictions on communications between a Governmental Entity and a Potential Proposer during the procurement process. Further information about these requirements, including a copy of the lobbying law, can be found at: http://www.ogs.ny.gov/acpl/.
