Naval Criminal Investigative Service at Quantico, Virginia seeks to award a Base plus Four (4) Option Years contract in support of the Peer Support program.


The scope of this effort is to obtain support services for the training of NCIS personnel on the Peer Support (PS) Team, as well as provide consultation and clinical support to the NCIS Peer Support Team.


The Contractor shall provide a 40 hour Annual Peer Support training session at NCIS HQ Quantico, VA or any location deemed appropriate by NCIS. If circumstances require virtual training, the contractor shall provide this training virtually using a Government-approved video conferencing application.  The training must consist of five (5) consecutive days at 8 hours per day.


The Contractor shall provide up to 16-hours split between Senior Leader and Executive Training to be exercised as an optional service upon the confirmation of scheduling.


The Contractor shall provide on-going consultation and clinical support to the PS Team and PS Program – to include training and advising on the structure, development, and activity of the PS Team and the PS Program, and to include up-to-date modernized techniques and technology. This consultation will enhance and support the best peer support skills and lead to an improved participant outcomes, as well as increase the professional development of the PS Team members.


Additionally, the Contractor shall provide monthly training to the PS Team members in order to address NCIS needs for support.  The Contractor shall also provide coaching, consulting, and mentoring to the PS Team members at any location with availability on a 24-hour, 7-day a week basis via email, telephone, or video conferencing, as applicable.


The Contractor shall provide ad hoc training to review specific skill sets applicable to the impacts (i.e. emotional, psychological, etc) of a critical incident.  This includes immediate availability for coaching, consulting, and mentoring to the PS Team members at any location on a 24-hour, 7-days a week basis via email, telephone, or video conferencing, as applicable, including Critial Incident After Action Review session with the Peer Support members that were involved.
