Peer Support Work for Clients at El Paso State Supported Living Center

The Texas Health and Human Services Commission is soliciting bids for peer support services to be delivered at the El Paso Psychiatric Center under IFB No. HHS0017548V2, with a proposed contract start date of September 1, 2026, and an initial term ending August 31, 2027. The work involves providing peer recovery support to clients, including leading individual and group sessions, modeling recovery achievements, building personal relationships, participating in team meetings, and assisting clients in developing self-help, communication, and problem-solving skills. All personnel must hold a fully clear Peer Recovery Support Specialist (PRSS) certification from the Texas Certification Board, with a minimum of 250 work experience hours and 46 education hours covering ethical responsibility, advocacy, mentoring/education, and recovery support. Contractors must also ensure staff have at least a high school diploma or its equivalent and three years of relevant experience. The position is for up to 20 hours per week on a Monday through Friday schedule from 8 a.m. to 5 p.m. Mountain Time. The estimated contract value is $20,800 based on historical spending, with payment based on a fixed all-inclusive rate specified in Exhibit C, and no reimbursement for travel, equipment, or other incidental expenses.
