Counseling services needed for Denton SSLC

The Health and Human Services Commission of Texas is seeking qualified Licensed Professional Counselors (LPCs) with demonstrated experience serving individuals with developmental disabilities to provide on-call, as-needed counseling services to residents at the Denton State Supported Living Center under Solicitation HHS0017549. The contract, issued as an Invitation for Bid (IFB), has a period of performance from September 1, 2026, through August 31, 2030, with no renewals but an option for a one-year extension at the agency’s discretion if funding is available and needed for continuity of service, processing a new solicitation, securing a new contract, or facilitating transition. All pricing must be submitted via Exhibit C as firm, fixed, all-inclusive unit rates covering labor, equipment, materials, supplies, and all related expenses for the full term of the contract, with no additional reimbursements permitted for travel, per diem, office space, or other incidental costs. Contractors must comply with the Texas Prompt Payment Act, be registered with a valid 11-digit Texas Identification Number (TIN), and maintain all required insurance including workers’ compensation with Employer’s Liability limits of $1,000,000 per accident and per employee, with waiver of subrogation in favor of HHS. The offeror must complete and submit all required forms including the HHS Solicitation Affirmations, PCS 111 Uniform Terms and Conditions, Pricing Sheet, Bidder Reference and Qualifications Form, and Form 4109 for TIN application. Responses must be submitted electronically by the July 21, 2026 deadline to pcsbids@hhs.texas.gov with proper subject line formatting and are subject to the prohibition of phone communication regarding pricing, and no assumptions may be included under penalty of disqualification. Evaluation will prioritize past performance as a pass/fail gate, followed by compliance with specifications, performance delivery capability, financial solvency, and price as part of a best-value determination, where the lowest price is not guaranteed selection. Contractors must comply with federal civil rights laws including Title VI of the Civil Rights Act, Section 504 of the Rehabilitation Act, the ADA, and Title IX, use E-Verify for employment eligibility, adhere to the Texas Human Trafficking Prohibition, and maintain confidentiality of resident information. Any defective work must be corrected at the contractor’s expense, and the agency reserves full audit, inspection, and termination rights
