Peltier Road Resurfacing

Peltier Road, stretching from Lower Sacramento Road to State Route 99 in Stockton, California, is scheduled for resurfacing to address chronic pavement deterioration observed since its last overlay in 1999 and recent chip sealing in 2018. The road, originally built with an unknown method and later reconstructed in 1970 with a 2-inch asphalt concrete surface over 4 inches of asphalt base, now exhibits widespread transverse and longitudinal cracking and lacks adequate shoulder support. The work will involve resurfacing the entire 24-foot-wide roadway with a 0.25-foot layer of Hot Mix Asphalt without the use of paving fabric, while full-depth repairs of 0.50 feet HMA will be implemented at all structural failure points. Asphalt concrete dikes at the railroad crossing will be removed and replaced in-kind, and new 8-foot-long HMA driveways and frontages will be constructed from the edge of pavement. Gravel shoulders, totaling 4 feet in width, will be added to both sides with a 2-foot section graded at an 8% slope and the remaining section conforming to existing terrain. Penetration treatment will be applied at all intersection radii and extending an additional 50 feet or as needed to match adjacent surfaces. A licensed Professional Land Surveyor will verify all existing survey monuments in the field, replace one monument box, and adjust three others to align with the new finished grade. Environmental considerations are integral to the project timeline and execution. The area is predominantly rural with large trees adjacent to the roadway that may support nesting or migratory birds protected under the Migratory Bird Treaty Act, including the Swainson’s Hawk, a state-listed threatened species. To comply with environmental regulations, a pre-construction survey for active nests is recommended if any construction activity occurs between February 15th and September 1st, effectively guiding the seasonal scheduling of work. The project is exempt under CEQA Section 15301(c) as an improvement to an existing facility, and no federal acquisition regulations, formal contract clauses, or standard procurement evaluation factors have been incorporated into the documentation.
