Hillsborough County plans to award a sole source contract to Penn Valley Pump Co., Inc. for the purchase of four double disc pump rebuild kits at a total cost of $13,252.00. These kits are intended to refurbish existing pumps used for solids removal at the South County Regional Wastewater Treatment Facility. The procurement is justified under Section 3-208(15) of the County’s Procurement Policy, as the parts and warranties are only reasonably available from the original equipment manufacturer, making this a noncompetitive, single-source purchase. The County retains the right to extend the contract duration, modify the scope of work, and increase the award amount if necessary due to changing conditions or updated requirements. Interested vendors who believe they can provide equivalent goods must submit detailed, convincing evidence to challenge the sole source designation by the specified deadline of February 1, 2024. All challenges must be submitted through designated channels, including email or mail, and will be reviewed to determine if genuine competition exists. The process ensures transparency and allows for potential competition if valid alternatives are identified. The contract details, including solicitation number SS-24-24649 and contact information for Tessa Seel, are publicly available, with further information accessible via the Hillsborough County procurement portal.
