PennDOT Sign Shop-Pop Rivets

The Pennsylvania Department of Transportation is soliciting bids for an established price contract with escalation to provide approximately 80,000 aluminum pop rivets annually for the PennDOT Sign Shop. The required specifications include Alloy 5056 aluminum rivets with a 3/16-inch diameter, 1/2-inch length, and a coated carbon steel mandrel. All materials must be Bulletin 15 approved, and the successful vendor must provide certification via Form CS-4171. The contract is restricted to small businesses and will be awarded to the lowest responsive and responsible bidder. The initial term is for one year, with the option for four additional consecutive annual renewals, provided that price increases do not exceed three percent per term. Deliveries must be made FOB Destination to the PennDOT Sign Shop Distribution Center in Harrisburg, Pennsylvania, within 60 calendar days of a purchase order. Rivets must be packaged in boxes of 1,000 units. Bidders are required to submit electronic bids by October 6, 2026, and must comply with the Workers Protection and Investment Certification and the Reciprocal Limitations Act. The contractor is also responsible for adhering to strict labeling standards for hazardous substances and providing Material Safety Data Sheets with initial and updated shipments. Compliance with prevailing wage statutes and EEO reporting is mandatory.
