Pensacola District Office Custodial Services

The Florida Lottery is soliciting bids for custodial services at its Pensacola District Office located at Trade Winds Shopping Center, 6601 North Davis Highway – Suite 54, Pensacola, FL 32504, under Invitation to Bid ITB-045-25/26. The contract is a three-year initial term with an option to renew for up to two years and eleven months, contingent upon annual legislative appropriation and the contractor’s satisfactory performance. All services must be performed Monday through Friday, excluding state holidays, with daily, weekly, and monthly tasks defined in the Scope of Work. Bidders are required to submit a complete package via email only, including mandatory attachments such as the Price Sheet, Bid Certification, Conflict of Interest Form, Client References, Disclosure Affidavit, RESPECT of Florida Agreement, and attestation forms regarding foreign country concerns and forced labor. Proposals must adhere to strict formatting rules, including the solicitation number and company name in the email subject line, and submissions after the June 24, 2026 deadline will not be accepted. The award will be granted to the lowest responsible and responsive bidder, with a five percent preference applied to Florida-based businesses if the out-of-state bidder’s home state does not offer a similar preference. The contract includes full compliance with Florida statutes regarding E-Verify registration, insurance requirements, performance bonds, data security, and indemnification of the State. All personnel must meet training qualifications, undergo potential background checks, and comply with confidentiality and security protocols under Florida law. Invoices must be submitted to the designated contract manager with proper identification and contract number, and payment is contingent upon written acceptance of deliverables and state appropriation. The winning contractor must maintain current insurance coverage, provide proof of compliance with all certifications, and return any overpayments. Trial by jury is waived for all disputes, and remedies under the contract are cumulative.
