Responses must be submitted through the designated Interested Vendors button on the SAM.gov portal by the deadline of July 28, 2026, at 4:59 AM Central Standard Time. All communication regarding this market research must be directed to the workflow email address [email hidden]. The place of performance is Tinker Air Force Base, Oklahoma, and the government may consider splitting the requirement by airframe to enhance competition. The Department of Defense's NAVSUP Weapon System Support plans to award a five-year Performance Based Logistics contract to General Electric for the support of 17 Head of Family (HOF) National Item Identification Numbers (NIINs), covering 44 items related to the General Electric F414 engine components. The contract, anticipated to be awarded in August 2026, will require GE to manage inventory, stock, repair, modify, and ship assets in Ready-for-Issue condition within specified response times, adopting an integrated product lifecycle approach that includes engineering and logistics support. The effort emphasizes partnership with organic depots such as FRC-SE in Jacksonville, FL, and involves renewing or establishing commercial or public-private partnership agreements, all under the authority of 10 U.S.C. §3204(a)(1), which limits competition to a single responsible source, GE. The government intends to negotiate exclusively with GE, as it lacks the necessary technical data to support repairs or manufacturing for these critical safety items, and source approval is required prior to contract award. Interested responsible sources may submit capability statements or proposals within 15 days of the notice, but the government reserves the right not to compete the contract based on responses. Subcontracting opportunities are available through GE, and all items are subject to the Buy American Act. The procurement is managed by NAVSUP WSS in Philadelphia, PA, with Christie Gummel serving as the point of contact. Source approval documentation must be submitted alongside proposals, and the process aims to ensure fleet readiness without delays caused by source approval timelines.
