PERFORMANCE MEASURE COMPLETENESS AND RELIABILITY ASSESSMENTS

The Office of Program Analysis and Evaluation within the Department of Homeland Security is seeking expertise to conduct assessments of the completeness and reliability of a select set of performance measures, ensuring alignment with the DHS Performance Measure Completeness and Reliability Handbook. This initiative, driven by mandates under the Government Performance and Results Act and its 2010 modernization, aims to strengthen the accuracy and integrity of performance data by identifying and reducing sources of measurement error and process variation. The work includes producing detailed assessment reports with findings and actionable recommendations for each reviewed measure, alongside the development of educational resources such as case studies and job aids to support better understanding and application of key measurement principles across the organization. In addition to assessments and product development, the contractor will provide expert consulting services focused on performance measure design, validation, and mitigation of variability to enhance overall measurement quality.
