Performing Arts Theater, AcCEL Center, and Library Project

The Performing Arts Theater, AcCEL Center, and Library Project is a construction effort led by the Tulare County Office of Education on a 15.63-acre site in Visalia, California, located near Avenue 264/Liberty Road and N Mooney Boulevard. The project involves the development of three primary facilities: a 31,000 square foot performing arts theater with a 500-seat capacity and 568 parking spaces, a 24,442 square foot AcCEL Center designed for students with multiple or profound disabilities, and a 12,000 square foot library featuring robotics and e-sports labs. The scope also includes the installation of photovoltaic systems, a basketball court, shade structures, landscaping, and secure fencing around the AcCEL Center and library. Extensive environmental and safety reviews have been conducted to ensure compliance with the California Environmental Quality Act. Key assessments include a Preliminary Environmental Assessment and a No Further Action Determination Letter from the DTSC confirming the site is safe for school facility development. Additional technical evaluations have addressed pipeline safety hazards, noise modeling, traffic and transportation impacts, and biological resource protections for special-status species. While the project has identified unavoidable effects on agricultural land use, mitigation programs are in place for paleontological and cultural resources. Construction schedules have been modeled with potential timelines ranging from May 2026 to June 2027 or January 2028 to January 2030.
