Full Description

The PCS program will assist United States Air Force (USAF) Active Duty Uniformed and Civilian travelers with the paperless submission of PCS related documents. The application provides relief to Financial Management Flights (FMF) at installation level from compiling PCS - packages and scanning these packages to the Travel Pay and Processing-Ellsworth (TPPE) for computation and processing PCS travel pay transactions. The application will provide relief (by way of efficiencies, automation, and accuracy) to the Air Force Personnel Center (AFPC) Personnel & FM community, installation level gaining Civilian Personnel Section (CPS) & Comptroller Squadron (CPTS), and TPPE by automating accounting and disbursing, producing reporting tools, and providing data analytics. Additionally, the application will automate computations to the maximum extent possible and utilize various interfaces and web APIs to eliminate the manual computations and data entry at AFPC PCS Units (both Uniformed and Civilian) and at TPPE. This will address ongoing issues with: Congressional/DoD level reporting requirements, timeliness of claim-tosettlement to the traveler, unauditable and labor intensive manual driven processes, segmented and inconsistent business rules and documentation, travel allowance clarity, and ease of use/visibility to the traveler throughout the process.

SAF/SA Campaign Analysis Support
Solicitation # FA7014-27-R-SACAS
The Department of the Air Force, specifically SAF/SA, is conducting a sources-sought effort under solicitation FA7014-27-R-SACAS to identify industry capabilities for Campaign Analysis Support involving the Synthetic Theater Operations Research Model (STORM). The primary objective is to secure technical, analytical, and subject matter expertise to run, calibrate, modify, and integrate STORM and its associated data to inform senior Air Force leadership. The scope of work is divided into five service categories: Campaign Analysis Support, STORM Software Engineering Support, Analysis Toolkit Software Engineering Support, User Community Support, and General Support. Key activities include developing concepts of operations and mission scenarios that integrate joint warfare domains across air, space, maritime, ground, and cyberspace. The primary place of performance is the Pentagon in Washington D.C., with requirements for off-site personnel to be located within one hour of the facility. Due to the nature of the work, strict security protocols are in place, requiring personnel to hold Secret, Top Secret/SCI, and NATO Secret clearances, and to adhere to DD Form 254 and the Privacy Act. The contractor must also ensure compliance with the Risk Management Framework (RMF) and DoD cybersecurity policies, utilizing systems such as eMASS for reporting. Performance will be monitored by the Contracting Officer Representative based on specific metrics, including a 95 percent or higher on-time delivery rate for deliverables and a 95 percent resolution rate for help desk requests. Interested parties are encouraged to provide capability statements and recommendations regarding the NAICS code 541330 by the response deadline of November 16, 2026.
