Permanent Change of Station (PCS) Relocation Software System (PCS-RSS)

Acquisition of a software solution to execute Permanent Change of Station (PCS) relocation management system while seamlessly interfacing with Coast Guard Financial and Human Resource management systems, ensuring complete data integrity and fiscal accountability. The objective is to modernize and streamline the entire relocation lifecycle for uniform and civilian members. For this requirement, the vendor must: - Provide a cloud solution that has achieved and maintains a Provisional Authorization (PA) from the Defense Information Systems Agency (DISA) at Impact Level 4. - The solution must ensure and maintain full compliance with Joint Travel Regulations (JTR), Federal Travel Regulations (FTR) and United States Coast Guard Supplement to the JTR (CGS-JTR) for domestic and overseas moves. The system’s business rules and calculations must automatically reflect all current regulations. - The system must be capable of securely and efficiently facilitating approximately 25,000 PCS relocations annually. Performance must be stable, reliable and provide an intuitive user experience for both transferring members and administrative personnel. - The solution must manage the entire PCS lifecycle within a single, integrated system. This includes automated processing of pre-trip authorizations, amendment, financial obligations, post-trip vouchers, de-obligations, final disbursements, and tax computations. - The solution must establish and maintain a reliable, two-way interface with the USCG’s financial management system. The contractor would be responsible for the complete lifecycle of the provided software solution, ensuring it remains compliant with all applicable federal, Department of Homeland Security (DHS), and USCG specific regulations.
