Solicitation # W912HV27BA001
The FY27 AFHC Renovate Tower B743 CZ project is a comprehensive renovation of a nine-story, 141,598 square foot family housing tower located at Camp Zama, Kanagawa, Japan. With an estimated magnitude between 10 billion and 25 billion Japanese Yen, the scope involves the removal and replacement of failing building systems, including the roof, windows, elevators, HVAC, electrical infrastructure, plumbing, and fire protection systems. The project also requires hazardous materials abatement and complex seismic retrofitting to comply with updated Unified Facilities Criteria. The U.S. Army Corps of Engineers, Japan District, is currently conducting a prequalification of sources under solicitation W912HV27BA001 to identify eligible contractors for a subsequent Invitation for Bid (IFB) using FAR Part 14 Sealed Bidding procedures. To be eligible, local Japanese sources must pass a four-factor evaluation: Factor 1 requires a valid Japanese civil or architectural construction license (GO/NO GO); Factor 2 requires experience as a prime contractor on at least one project in Japan valued at 5 billion Yen or more; Factor 3 assesses proven competence through past performance ratings of satisfactory or better in quality and schedule; and Factor 4 requires demonstrated experience in seismic retrofit or structurally comparable renovations. Prequalification packages must be submitted in PDF format via email to the designated contracting officials by 1400 hours Japan Standard Time on September 9, 2026. Submissions are limited to 50 pages and must include a cover page, the Construction Experience Information Sheet (Attachment I), and Past Performance Questionnaires or CPARS reports (Attachment II). Award will be made to the responsible bidder whose bid is most advantageous to the Government based on price and price-related factors.
