The Air Force Research Laboratory, Materials and Manufacturing Directorate, (AFRL/RX) is soliciting white papers (and later technical and cost proposals) on the following research effort: The PRECIOUS program goals are to transition materials and process (M&P) technology solutions and innovative testing protocols with the goals of improving mission readiness, reducing cost (both production and life cycle sustainment), improving manufacturing, maximizing systems safety, reducing adverse environmental impact, and creating/preventing technological surprise. This program will span across research (foundational, applied, advanced), quick reaction activities, prototyping, demonstration, and transition of technology and process solutions to meet Department of Air Force (DAF) needs. This program will include (but not be limited to) specialty materials, composite & polymer systems, metals & mechanical systems, electrical & electronics materials, nondestructive evaluation, chemical analysis, other nonmetallic aerospace materials, manufacturing technologies, energy & resource technologies, and biomaterials/biomanufacturing. PRECIOUS consists of ten Technical Areas. These Technical Areas are grouped into two Task Orders, 0001 and 0002. Task Order 0001 will cover key technical areas 1, 2, 6, 7, 8, and 10. Task Order 0002 will cover key technical area 9. This new ID/IQ contract with Cost-Plus-Fixed-Fee (CPFF) completion type task orders will research, assess, develop, test, evaluate, prototype, demonstrate, and transition materials and processes (M&P) related to the following key technical areas: 1) Specialty Materials, 2) Composite & Polymer Systems, 3) Metals & Mechanical Systems, 4) Electrical & Electronics Materials, 5) Nondestructive Evaluation, 6) Chemical Analysis, 7) other Nonmetallic Aerospace Materials, 8) Manufacturing Technologies, 9) Energy & Resource Technologies, and 10) Biomaterials /Biomanufacturing. This program requires M&P knowledge, as well as an understanding of manufacturing, depot, and operational environments. It relies on strong in-house capability and teaming with outside technical specialists.

Solicitation # FA2394-26-R-B004
The Air Force Research Laboratory Foundational Technologies Directorate is seeking manufacturing technology research and development to strengthen defense manufacturing capabilities. This unrestricted open period solicitation, number FA2394-26-R-B004, focuses on discovering new efficiencies and transitioning capabilities to factory or depot floors. Key areas of interest include future factory concepts, additive manufacturing, process monitoring, non-destructive evaluation, advanced robotics, and digital enterprise initiatives. These efforts support high impact technology domains such as advanced concepts, attritable and low cost systems, networked C3 systems, and hypersonic strike and emerging technologies. The solicitation is open for white paper submissions until June 22, 2031, with an estimated total funding profile of 499 million dollars through fiscal year 2030. Awards may be issued as C-type contracts, grants, cooperative agreements, or Other Transaction agreements, primarily using firm fixed price or cost plus fixed fee structures. Individual awards typically feature a period of performance between 12 and 40 months, followed by a three month reporting period. Deliverables include research data, hardware prototypes, and computer software. Rigorous security and compliance requirements are mandatory, including potential Secret facility clearances and adherence to AFRLI 61-113 for security risk reviews to mitigate foreign influence. Contractors must implement strict operations security training, cybersecurity safeguards, and risk-based processes for tracking electronic parts to prevent counterfeit components. Administrative requirements include the use of Wide Area Workflow for invoicing and adherence to ANSI/NISO standards for technical report formatting. Small businesses are encouraged to propose, and a price evaluation preference is available for HUBZone small business concerns.

Research & Development of Software PrototypesThe contract pertains to the research and development of software prototypes under an OT agreement, encompassing the full lifecycle of design, coding, testing, and delivery of functional software components along with accompanying source code and user manuals. The work is focused on advancing innovative software solutions with an emphasis on technical experimentation and prototyping rather than commercial production, aligning with R&D objectives critical to defense technology evolution. Performance is expected to support the Department of Defense through the FA2394 USAF AFMC AFRL PZL AFRL RXKM office, with the NAICS code 541715 indicating that the effort falls under scientific research and development services. The opportunity is structured as a subcontract, with a response deadline extending to June 22, 2031, allowing substantial time for proposers to develop comprehensive submissions. The agreement does not specify a set-aside classification, nor does it include details on the place of performance or point of contact, suggesting flexibility in execution location and an open procurement approach. The contractual framework emphasizes deliverables tied to prototype outcomes rather than fixed specifications, enabling iterative development and adaptation based on research findings. This long-term initiative aims to foster advanced technical capabilities through collaborative innovation with qualified subcontractors in the software R&D domain.
