Pest Control Services (3 Year Multiyear Contract with 2 Options to Renew)

The County of DeKalb, Georgia, is seeking sealed bids for a three-year pest control services contract with two optional one-year renewal periods, identified as Solicitation Number 2026-098-ITB. The contract requires comprehensive pest management services across all county-owned buildings and facilities, including routine treatments and emergency service calls for a wide range of pests such as roaches, ants, mice, rats, bed bugs, wasps, hornets, fleas, spiders, and numerous others, with specific attention required for millipede control at six designated Fire Rescue Service stations during peak seasons. Work must include inspection, treatment, and complete removal of all dead rodents, performed in accordance with modern scientific standards and in full compliance with federal, state, and local laws. The contract is indefinite quantity with work performed on an as-needed basis, and contractors must furnish all labor, equipment, materials, insurance, and permits necessary to fulfill the scope. All bids must be submitted electronically via the DeKalb County eProcurement Portal prior to the September 10, 2026 deadline, and late submissions will not be considered. Bidders are subject to mandatory socioeconomic requirements under DeKalb County’s Local Small Business Enterprise (LSBE) program, requiring either 20% participation by certified LSBEs located in DeKalb County or the nine-county Metropolitan Statistical Area, or documented good faith efforts to achieve such participation. Failure to submit a notarized LSBE Participation Schedule (Exhibit A) or demonstrate good faith efforts will result in bid rejection. Contractors must also comply with the Davis-Bacon Act, paying laborers and mechanics at least weekly at wages no lower than those established by the U.S. Secretary of Labor, and must provide certified payroll records. Performance and payment bonds, each consisting of three pages, are required and must align with Georgia state statutes. Contractors are obligated to maintain detailed books and records for the contract term plus seven years, indemnify the county against claims arising from their performance, and ensure all materials and workmanship meet first-class quality standards. Payment is based on accepted bid prices, issued net 30 days after submission of properly signed invoices via CV360-iSupplier, which must include the purchase order number and be accompanied by a signed service ticket confirming work completion.
