AI Contract Overview
The U.S. Consumer Product Safety Commission (CPSC) is soliciting firm-fixed price analytical testing services focused on detecting and quantifying per- and polyfluoroalkyl substances (PFAS) in textile samples. This combined synopsis/solicitation, issued as Request for Quotation (RFQ) number 61320626Q0017, requires offerors to submit quotes electronically by June 17, 2026, with questions due by June 5, 2026. The contract will be awarded as a Blanket Purchase Agreement (BPA) with a base one-year period and up to four one-year option periods, totaling a maximum ceiling value of $250,000. Testing services include Total Organic Fluorine (TOF) analysis and PFAS identification using validated chemical libraries, performed at the contractor’s facility, with final reports delivered to the CPSC National Product Testing Laboratory in Rockville, Maryland. Offerors must maintain strict chain of custody and confidentiality protocols, adhere to ISO/IEC 17025 quality standards, and comply with all applicable federal laws and regulations. The evaluation approach prioritizes technical capability, with the technical proposal being significantly more important than past performance, which in turn is more important than price. The award will be made on a best value trade-off basis rather than low price alone, emphasizing innovative and thorough testing methodologies. Required FAR provisions and clauses are incorporated by reference, including instructions to offerors, representations and certifications, contract terms and conditions for commercial items, and specific clauses related to ethics, labor standards, security, and anti-trafficking. Offerors must be registered and active in SAM.gov, providing their Taxpayer Identification Number, CAGE code, and UEI with their submissions. Additional contract requirements address ethics compliance programs, prohibitions on trafficking and discrimination, record retention, and government inspection and acceptance at the destination. Payment will be processed electronically via the Invoice Processing Platform, with detailed invoicing instructions provided. The solicitation is unrestricted, with no set-aside requirements, and requires offerors to submit a comprehensive technical proposal, pricing detail, and past performance references for evaluation.
