This contract aims to establish a one-year requirements agreement with qualified vendors for the supply and delivery of polymer to the Northeast Ohio Regional Sewer District (NEORSD) to support sludge dewatering processes at its Wastewater Treatment Centers. The procurement process involves a two-stage testing protocol, starting with mandatory bench testing, where vendors can demonstrate their product’s performance through preliminary evaluations. Questions related to the bid are to be submitted electronically by August 15, 2025, with all bench testing completed by August 19, 2025. Following successful bench testing, full-scale testing will be conducted from August 25 through September 12, 2025, at both the Southerly and Westerly Wastewater Treatment Centers to determine the optimal polymer dosage for effective sludge dewatering. Vendors who successfully complete both testing stages will be eligible for the subsequent bid phase, which involves submitting sealed proposals by September 24, 2025, with the bid opening scheduled for September 24, 2025. The final bid will be based on certified dosages derived from the full-scale testing, and NEORSD reserves the right to adjust the quantity of polymer purchased based on operational needs. The contract size is estimated to range between $500,000 and $2,000,000, and the procurement is managed under the NAICS code 221320, with the primary contact being Moddie Davis. The process emphasizes compliance with safety policies, including confined space entry and lockout/tagout procedures, ensuring that all activities adhere to OSHA regulations and NEORSD safety standards.
