This solicitation, issued as a combined synopsis and request for quotation under simplified acquisition procedures, sought to award a firm fixed-price contract for in-person Phased Array Ultrasonic Testing (PAUT) Level III certification training for two personnel, exclusively reserved for small businesses under NAICS code 541380 with a size standard of $19 million. The requirement, managed by the Supervisor of Shipbuilding, Conversion and Repair in Groton, Connecticut, mandated that all instruction, materials, examinations, and certification be provided at the contractor’s facility or another designated CONUS classroom location, with the entire period of performance required to conclude before September 30, 2026. Pricing had to be all-inclusive and broken down per attendee, covering course delivery, instructor fees, materials, examinations, certification, and any optional services. Offers were evaluated using a best-value approach where technical acceptability outweighed cost, though price remained a significant factor. Technical compliance required the primary instructor to hold a current ASNT NDT Level III certification specific to PAUT, possess documented expertise in NAVSEA TP-271 and MIL-STD-2035 standards, and operate under an ASNT SNT-TC-1A-compliant written practice. Additional mandatory criteria included adherence to specified training phases focused on equipment operation and data analysis using Evident OmniScan X4/X3 systems and WeldSight™ software, development of formal PAUT technique instructions, issuance of certificates with CEUs, and full compliance with applicable standards. Submission was required electronically via designated Navy email addresses by 4:00 PM EST on July 15, 2026, with the RFQ number clearly indicated in the subject line. Participation required an active SAM registration, and any submission missing required elements faced a strict 24-hour window to respond before being deemed technically unacceptable. Organizational conflict of interest, controlled unclassified information handling, compliance with federal procurement integrity and labor statutes, and adherence to WAWF payment protocols were also key requirements. The contract included clauses from FAR 52.212-1, 52.212-3, 52.212-4, 52.252-2, and DFARS 252.232-7006, with provisions such as SAM maintenance, prohibition on inverted domestic corporations, and the total small business set-aside notice incorporated by reference.
