Notice of Intent to Solicit and Award a Sole Source Contract to Emerson Process Management Power & Water Solutions
The U.S. Army Corps of Engineers, Wilmington District, intends to award a sole source contract to Emerson Process Management Power & Water Solutions, to provide assessment and repair on two existing governors at Philpott Powerhouse, North Carolina.
This action will result in a firm fixed price contract.
This Notice of Intent to award a sole source contract is not a request for competitive proposals. There is no solicitation document. No RFP will be available for competitive proposals. Phone calls will not be accepted.
The North American Industry Classification System (NAICS) code is 811310 – Commercial and Industrial Machinery and Equipment (except Automotive and Electronic) Repair and Maintenance. This acquisition will be processed in accordance with ROF FAR 12. The small business size standard is $12,500,000.00.
The statutory authority permitting other than full and open competition for this acquisition is 10 U.S.C. 3204(a)(1), as implemented by the Federal Acquisition Regulation (FAR) 6.302-1, 'Only one responsible source and no other supplies or services will satisfy agency requirements.' This requirement is being documented and processed in accordance with FAR Part 12, 'Acquisition of Commercial Products and Commercial Services,' utilizing policies and procedures for the solicitation and evaluation of commercial offerings.
The Contractor shall perform an assessment on two existing governors on Units 1 and 2 at Philpott Powerhouse. The contractor shall thoroughly inspect the electrical, electronic, and mechanical aspects of the governor to ensure the governor will be ready to be fully operational during commissioning of the units, that is currently scheduled for November 2026.
All services supplied under this contract shall be completed No Later Than 120 days from award date.
