Full Description

The Social Security Administration (SSA) intends to negotiate solely with Phoenix Software International, Inc., 5200 W Century Blvd, Suite 800, Los Angeles, CA 90045. This is under the authority of Federal Acquisition Regulation (FAR) Subpart 13.501(a)(2)(ii), "Soliciting from a Single Source." For a proposed contract exceeding $650,000 but not exceeding $12.5 million, the competition advocate for the procuring activity, designated pursuant to 6.501; or an official described in 6.304(a)(3) or (a)(4) must approve the justification and approval. This authority is not delegable. SSA will be purchasing additional capacity and maintenance of the (E) JES Software Licenses as well as NetTester, Falcon and Lifeworks software products at the National Computer Center (NCC) and the Second Support Center (SSC). This software is proprietary and Phoenix Software International, Inc. has an exclusive right and does not authorize resellers or other entities to maintain the Products listed above. Interested parties that feel they can provide the required licenses and maintenance support may respond by submitting their responses via email to Madeline.Brant @ssa.gov. Information received will be considered solely for the purpose of determining whether to conduct a competitive procurement. The Government anticipates the award of a firm-fixed price multiple year delivery order. Written responses to this Notice of Intent shall contain sufficient documentation to establish a bonafide capability to fulfill this requirement. Detailed responses (with substantiating documentation) are required. We will not consider simple marketing information (Capability Statements) or incomplete responses. We will not consider reference to vendor web sites as a valid response. A solicitation is NOT available. Therefore, written and/or verbal requests for copies of a solicitation related to this announcement will not be honored. A determination by the Government, not to compete this requirement based upon responses to this notice, is solely within the discretion of the Government. If no responses are received, SSA will proceed with sole source negotiations. The government will not pay for any information submitted. All responses to this notice must be submitted in writing via email to Madeline.Bryant@ssa.gov no later than January 5, 2015 at 5:00 pm EST. Please reference SSA-RFI-15-0023 in the subject line.
