Photon Stopper Holders

SLAC National Accelerator Laboratory, operated by Stanford University for the Department of Energy, is soliciting firm fixed price proposals for the manufacture and delivery of twelve photon stopper holders in accordance with engineering drawing DSG-000086549 and the LCLS-II-HE Stopper Holder Statement of Work. Proposals must be submitted electronically as two separate PDF files—one technical and one business—by 5:00 PM Pacific Time on Thursday, June 4, 2026, and remain valid for 90 days after submission. The contract is not a federal procurement but is governed by SLAC’s approved purchasing system, which incorporates certain federal statutes and regulations as required by contract or statute. Technical evaluation is prioritized over business factors and includes five key criteria: ability to meet technical requirements, quality assurance, past performance, milestone adherence, and delivery schedule. Offers must demonstrate capability to produce components using UHV welding in a class 1000+ cleanroom, maintain an accredited or documented QA system, provide evidence of at least three comparable projects, and deliver by October 1, 2026, with early delivery to September 10, 2026, earning higher ratings. Business evaluation includes price realism and reasonableness, financial stability assessed via Dun & Bradstreet SER scores, and full acceptance of SLAC’s contractual terms without unapproved exceptions. Proposals must include complete representations and certifications, including SAM registration with a valid UEI, size status, Buy American Act compliance, and disclosure of any employee-vendor conflicts or export-controlled items. Packaging must follow SLAC-approved shipping plans, include handling markings like “Fragile” and “This Side Up,” and ensure items are inspected and labeled with serial or lot numbers, net/gross weights, and full shipping details. Preservation requirements mandate that items arrive with at least 85% of their shelf life remaining, and all documentation must reference part numbers and include Certificates of Conformance and Material Test Reports. Final inspection and acceptance are conducted exclusively by SLAC at their facility in Menlo Park, California. Deliveries must be FOB destination for domestic vendors and CIP SLAC, Menlo Park, Duty Unpaid for international vendors.
