Pico Boulevard Safety and Mobility Plan Project

The Pico Boulevard Safety and Mobility Plan Project, managed by the City of Los Angeles Department of Transportation, involves implementing street safety and infrastructure improvements along a 3.5-mile segment of Pico Boulevard between Crenshaw Boulevard and Figueroa Street. The primary objective is to establish Class IV protected bicycle lanes to close a critical gap in the active transportation network, connecting existing bike lanes on Figueroa Street to those on Venice Boulevard via 4th Avenue. This initiative aligns with the Mobility Plan 2035 Bicycle Lane Network and Measure HLA requirements to enhance multimodal connectivity and safety within Council Districts 1, 9, and 10. The scope of work includes reconfiguring the roadway from two lanes in each direction to one lane in each direction with center left turn lanes, which necessitates the removal of some on-street parking, primarily in the westbound direction. Additional infrastructure upgrades consist of installing Toucan traffic signals at Manhattan Place and New Hampshire Avenue, as well as performing sidewalk repairs, curb ramp upgrades, roadway striping, and other minor ancillary repairs. The project is categorized as exempt under the California Environmental Quality Act (CEQA) as it involves minor alterations to existing streets.
