Piiholo Road Pavement Rehabilitation Phase 2

The County of Maui is soliciting bids for Phase 2 of the Piiholo Road Pavement Rehabilitation project, identified as Job No. 26-06, with a proposed completion within 120 working days and a contract value estimated between $3 million and $3.5 million. The work involves reconstructing approximately 0.9 miles of Piiholo Road in Makawao, extending from the endpoint of Phase 1 to the southern limit of the County right-of-way, and includes tree removal, roadway excavation, placement of aggregate and hot mix asphalt base courses, cold planing of existing pavement, and installation of reinforced concrete driveways, water system adjustments, pavement markings, signs, and traffic control measures. Bidders must submit a fully completed, signed proposal downloaded from the solicitation, along with a bid bond equal to at least 5% of the bid amount, using the Public Purchase System by 2:00 p.m. Hawaii Standard Time on August 27, 2026. Proposals must include unit prices for all line items, lump sum totals, and supporting documents such as the Chapter 104 Compliance Certificate, Certification for Employment of State Residents, and bonding forms for performance and labor/material payment. The award will go to the lowest responsible bidder whose proposal meets all requirements, with compliance with HRS Section 103D-310(c) serving as a mandatory pass/fail gate. Performance standards require pavement smoothness to be verified using a 10-foot straightedge with no more than 3/16-inch deviation and profile analysis via FHWA ProVAL software to determine IRI values. All asphalt materials must meet strict tolerances per Table 401.02-4, and reflective sheeting must conform to ASTM D 4956. The contractor must maintain builder’s risk insurance covering the full replacement value with the County named as an additional insured, and ensure that at least 80% of the workforce consists of Hawaii residents.
