Ship Management and Training Support for USCGC STORISThe United States Coast Guard is seeking industry input through a Request for Information to identify capable providers for comprehensive ship management, maintenance, training, and logistics support for USCGC Storis, a government-owned, ice-capable vessel being reactivated under the Commercially Available Polar Icebreaker program. The vessel, formerly known as M/V Aiviq, will operate under a government-owned, contractor-operated model with a primary operational hub in Seattle, Washington, and is expected to conduct missions in Arctic and other remote maritime environments where shore support is limited. The services required include providing a fully credentialed and medically qualified crew to operate the vessel safely in open water and ice, executing preventive and corrective maintenance across propulsion, electrical, navigation, HVAC, and habitability systems, and delivering structured training to U.S. Coast Guard personnel using the EDGE methodology. Additional responsibilities involve managing inventory of manufacturer-recommended spares and consumables, providing food service and provisions in compliance with food safety codes, and ensuring full adherence to U.S. and international maritime, safety, security, and environmental regulations, including pollution prevention and immediate response to incidents. The proposed contract, anticipated to begin on November 15, 2026, with a base performance window through March 31, 2027, may be structured as a hybrid contract using Firm-Fixed-Price, Time-and-Materials, or Cost-Reimbursement CLINs to balance cost control and operational flexibility. Contractors must possess a SECRET Facility Clearance, and key shipboard personnel—including the Master, mates, engineers, and selected ratings—must be U.S. citizens with final SECRET Personnel Clearances backed by Tier 3/SF-86 investigations and SF-312 non-disclosure agreements. All personnel must also meet HSPD-12 credentialing requirements for access to federal facilities and networks, including eligibility for a Common Access Card. The contractor will be required to submit routine reports on operational status, crew mobilization, and spares usage, and manage crew rotations on a nominal four-week cycle while ensuring compliance with federal travel regulations. Responses must be submitted electronically by July 6, 2026, in PDF or Word format, limited to a reasonable page count excluding cover materials, and must clearly mark any proprietary information. This RFI serves solely as market research and does not constitute a solicitation or bind the government to a future award.
