The contract pertains to the procurement of two PIN-RIVET items, identified by NSN 5320017137503 and part number HST12YW12-19, which are designated as critical application items and must be manufactured in strict accordance with Reference Drawing NR 73197 HST12 Revision 30 dated 03/14/2022 and TDP Rev A Gen 1. Only approved sources—HI-SHEAR CORPORATION 73197, SPS TECHNOLOGIES, LLC 06725, and SPS TECHNOLOGIES, LLC 56878—are authorized for submission, and any offer involving additive manufacturing is explicitly ineligible for award. All supplies must comply with the DLA Master List of Technical and Quality Requirements, which take precedence over ASTM D3951 packaging standards; packaging and labeling must conform to MIL-STD-129, and palletization must adhere to RP001 DLA Packaging Requirements. Sampling for inspection must follow MIL-STD-1916, ASQ H1331 Table 1, or an equivalent zero-based plan, with critical, major, and minor attributes assigned verification levels of VII, IV, and II or AQLs of 0.1, 1.0, and 4.0 respectively, and unspecified attributes treated as major. Zero non-conformances are required in sample lots unless otherwise specified, and MIL-STD-105/ASQ Z1.4 may be used only to determine sample size, not acceptance criteria. Delivery is FOB Origin with a 98-day lead time from order receipt, and the sole delivery point is DLA Distribution Cherry Point, NC. Inspection and acceptance occur at destination under FAR 52.246-2, with payment processed exclusively through WAWF.
