Title: Sources Sought Notice for Pin Well Detector


The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government’s anticipated needs.


BACKGROUND


The NIST Radioactivity Group maintains the national standard for radioactivity. The purchase of equipment capable of making 4π gamma-ray measurements provides an alternative method for primary standardization of certain difficult-to-measure radionuclides that decay by electron capture. Electron capture (EC) is a type of radioactive decay that does not produce high-energy beta- or alpha- particles, which are generally easy to detect and count with high efficiency. Instead, the radiations associated with EC are low-energy X rays, medium-energy gamma rays, and/or Auger electrons, which are harder to quantify with the methods currently used by the Radioactivity Group.  The Radioactivity Group seeks to acquire a new pin-well detector to complement the existing suite of instruments currently in use in its laboratories and extend its capabilities for 4π gamma-ray measurements, providing an alternate method for the primary standardization of certain difficult-to-measure radionuclides that decay by electron capture. This will enable us to expand our SRM catalog to include several EC nuclides used as radiotracers in medical and environmental research, as well as calibration sources for photon detectors.



NIST is currently seeking a brand name only Mirion Technologies pin well detector system.


The Contractor shall deliver one (1) turnkey pin-well detector system, including an integrated photo-multiplier tube (PMT), cabling, preamps, connections, etc., inclusive of FOB Destination delivery, warranty, technical drawings of the detector, data acquisition and data analysis software, and the line items listed in the Minimum Requirements.  



The minimum specifications for the pin well detector system are:



Line Item 0001: Pin well (NaI Detector 3” x 3”)


Description: The system will include a pin well detector, an integrated PMT with high-voltage (HV) supply, preamplifiers, cabling, a Multi-channel analyzer (MCA), an additional backup MCA, and data acquisition and analysis software.


Quantity: One complete system with data acquisition and analysis software



Technical Specifications


  1. Pin well Detector - Description: 3" diameter x 3" thick NaI(Tl) Integrated with PMT, with well PMT diameter: 0.656" and well depth 2.063”.  Technical drawings of the detector must include all detector materials and dimensions.
  2. Software containing spectroscopy Suite, Multi-Channel Analyzer (MCA) display, multiple peak searches, and Energy/ Full width at half max (FHWM) calibration- Gamma Analysis: Background Subtract, Efficiency Calibration/Correction, Nuclide Identification w/ Intensity Correction, Cascade Summing Correction, Weighted Mean Activity, Quality Assurance, Interactive Peak Fit, and Batch Programming Support. Full documentation for batch support programming must be provided. Qualified on Windows 10 and 11 with a perpetual license. Capability to export data as delimited text ASCII files (e.g., CSV) or in Excel format.
  3. Multi-Channel Analyzer (MCA) that includes: Digital signal processor (DSP) based pulse processing 32,000 channel spectral memory, Ethernet, and USB interfaces, Pulse-height analysis (PHA), Multi-channel scaling (MCS), Multispectral Scaling and Time Stamped List modes, Advanced Auto Pole/Zero, Base Line Restorer and Digital Stabilization controls.

In responding to this notice, please DO NOT PROVIDE PROPRIETARY INFORMATION.   • Describe performance capabilities of the product(s) your company recommends to meet the Government’s requirements.  Additionally, if there are other features or functions that you believe would assist NIST in meeting its objectives described above, please discuss in your response.
    • Discuss whether the equipment that your company sells and which you describe in your response to this notice may be customized to specifications and indicate any limits to customization.


  • Identify any aspects of the NIST market research notice, including instructions, and draft minimum specifications in the BACKGROUND section you cannot meet and state why.  Please offer suggestions for how the market research notice and draft minimum specifications could be made more competitive.


  • State whether the proposed equipment is manufactured in the United States and, if not, state the name of the country where the equipment is manufactured.


  • Identify any plans/possibilities for changes in manufacturing location of the aforementioned equipment and provide relevant details, including timeline.


  • For the NAICS code listed in this notice:


    • Indicate whether your company is (a) a small business or (b) other than small business.  See the Table of Small Business Size Standards and the associated .pdf download file for small business size standards and additional information.

  • State whether your company offers facility renovation services related to installation of the recommended equipment at its delivery destination, if required per the NIST-identified minimum specifications, and provide description of said services.  Indicate if your company performs the facility renovation services or typically subcontracts the work to another company.  Indicate if your company would be interested in inspecting the intended installation site during the market research phase.


  • State published price, discount, or rebate arrangements for recommended equipment and/or provide link to access company’s published prices for equipment and services. 


  • If the recommended equipment and related services are available for purchase on any existing Federal Supply Schedule contract(s) or other contracts against which NIST may be able to place orders, identify the contract number(s) and other relevant information.


  • Identify any customers in the public or private sectors to which you provided the recommended or similar equipment.  Include customer(s) information: company name, phone number, point of contact, email address.


  • Provide any other information that you believe would be valuable for NIST to know as part of its market research for this requirement.


  • State if you require NIST to provide additional information to improve your understanding of the government’s requirement and/or would like to meet with NIST representatives to discuss the requirement and the capabilities of the identified equipment.
