Pine Street Rehabilitation

Sealed proposals for the Pine Street Rehabilitation Project in Honey Brook Borough, Chester County, Pennsylvania, must be submitted electronically via the PennBid™ portal by 11:00 a.m. on Monday, June 1, 2026. The project involves rehabilitating approximately 1,060 linear feet of Pine Street, primarily through a 1.5-inch mill and overlay, with selective base repairs as directed by the Borough and its engineer. The scope also includes installation of Petromat in certain areas and line striping. All bidders must comply with the Pennsylvania Prevailing Wage Act and adhere strictly to the detailed specifications and general conditions outlined in the bid package. Bids must be accompanied by a bid security of ten percent of the bid amount in the form of a cashier’s check, certified check, or bid bond payable to Honey Brook Borough, along with a completed bid form, non-collusion affidavit, certification statement, and contractor qualification statement. The Borough may hold bids for up to 60 days after opening to review proposals, secure approvals, or verify bidder qualifications prior to award. The public bid opening is scheduled for June 1, 2026, at 7:00 p.m. at the Honey Brook Borough Hall. The successful bidder must provide a performance bond equal to 100 percent of the contract amount within ten calendar days of written notice of award. The award will be made using the Lowest Price Technically Acceptable method, prioritizing responsiveness and responsibility of the bidder over price alone, with evaluation adjusted by a liquidated damages rate of $600 per day for delays in substantial completion. No credit is given for early completion. Bidders must be qualified and experienced, submitting documentation that includes financial statements, workers’ compensation EMR, total recordable frequency rates, OSHA citation history, and a list of completed and uncompleted projects over the past five years. Specific environmental compliance obligations under CERCLA, RCRA, TSCA, the Clean Water Act, and the Clean Air Act apply, as well as requirements for insurance policies rated A-VII or better by A.M. Best. Any hazardous material discovery requires immediate work stoppage and notification. All subcontractors require pre-approval, and the prime contractor remains fully liable for their actions.
