The Pitcher Plant 25/26 Timber Sale is a state-managed forestry operation conducted by the Florida Department of Agriculture and Consumer Services, Florida Forest Service, covering approximately 319 acres within Belmore State Forest in Clay County, Florida. The project involves a fourth-row, operator-select thinning of planted slash pine, where every fourth row and select trees within the remaining rows—primarily diseased, deformed, suppressed, or forked trees—will be harvested to achieve a residual basal area of 60-70 square feet per acre. The operation aims to remove an estimated 11,803 tons of pine pulpwood and 2,735 tons of higher-grade pine chip and saw timber, with all harvesting activities to be completed within a 12-month period. Bidders are invited to submit sealed bids by December 17, 2025, with the opening scheduled at a specified location in Bryceville, Florida. The contract is subject to the Florida Forest Service’s discretion to reject any bids and to waive irregularities, emphasizing compliance with operational standards and approval of skid trails and loading decks by the Forester-in-Charge. Supporting documents include detailed maps of the sale area, which delineate boundaries, access points, and features such as bridges and roads, ensuring bidders understand the operational scope. The solicitation emphasizes adherence to specific silvicultural standards and operational procedures but does not specify federal contract clauses or standard FAR provisions, as it is a state-level timber sale. The procurement process is based on sealed bids, with the basis of award likely being the lowest bid meeting all technical and operational requirements. No explicit evaluation factors, certifications, or special contract clauses are included, and the submission process requires hard-copy bids to be sealed and delivered by the specified deadline. Overall, the sale represents a carefully managed forestry thinning operation designed to promote forest health and timber productivity within the designated tract, with oversight and approval responsibilities clearly assigned to Florida Forest Service personnel.
