The purpose of this sources sought notice is to conduct market research and identify potential sources of commercial products/services that satisfy the Government's anticipated needs. BACKGROUND The National Institute of Standards and Technology (NIST) Engineering Laboratory (EL) Materials and Structural Systems Division (MSSD) studies the performance and durability of various materials (polymer, concrete, engineered composites) that are used in our Nation's infrastructure. A key step in accurate metrology is consistent sample preparation. Many of the materials under study are composite materials that comprise complex fluids and solid particles. Thorough mixing is required to avoid undesirable heterogeneities in the sample under measurement. To fulfill its mission, EL's MSSD requires a new planetary centrifugal mixer. NIST is seeking information from sources that may be capable of providing a solution that will achieve the objectives described above. NIST is seeking FlackTek Inc. Item # DAC1200-500 or equal planetary centrifugal mixer capable of meeting the following salient characteristics: Shall operate over a range of 1000 - 2000 Revolutions Per Minute (RPM) Maximum (Max) Required Specimen Capacity: 500 grams (g) Minimum (Min) Required Specimen Capacity: 30 g Intermediate Specimen Size Ranges: (20 +/- 10) g, (50 +/- 20) g, (100 +/- 25) g, (250 +/- 50) g The specimen holder, for each of all available specimen sizes, shall have a secure (e.g., screw on or snap on) lid sufficient to significantly reduce evaporation. RPM User Selectable and Programmable (Not a list of fixed RPM values to select from) Torque and Speed Readout in real time. Touch Screen or Keypad Programmable Can be programmed and operated without an attached personal computer Min. Building 215 Clean Room HEPA Filter Replacement
Solicitation # RFI-195000-26-00181
The National Institute of Standards and Technology is conducting market research through a Request for Information for the Building 215 Advanced Measurement Laboratory cleanroom repair and HEPA filter replacement project in Gaithersburg, Maryland. This initiative follows a previous solicitation that failed to produce an acceptable offer, prompting NIST to reassess its acquisition strategy and seek industry feedback on constructability, cost, and schedule feasibility. The project scope involves the modernization of an 1,800 square meter facility, including the replacement of approximately 1,200 HEPA filters, 70 VAV terminal units, and 54 airflow monitoring devices, as well as the installation of 32 exhaust air control valves and associated ductwork repairs, testing, and recertification. A critical component of the project is the proposed phasing plan, which aims to minimize research disruptions by utilizing 19 construction phases, including 18 critical cleanroom outage phases. Each critical outage is currently envisioned as a nine-day window starting Friday evening and requiring 24/7 operations to achieve ready-for-re-occupancy by the following Monday morning. NIST is specifically requesting rough-order-of-magnitude cost estimates and industry input on whether this aggressive outage schedule is realistic or if it creates prohibitive risks and costs. Responses, including company experience and recommendations for improving competition and project execution, are due by October 14, 2026.
