The Naval Sea Systems Command (NAVSEA) plans to award a sole source contract to Huntington Ingalls Incorporated (HII) to provide Planning Yard support for the CG-47 TICONDEROGA-class and DD-963 SPRUANCE-class ships. This contract will cover a range of technical and engineering services including alteration design and planning, systems integration, logistics and configuration management, as well as assistance with Chief of Naval Operations availability planning and execution. Additionally, it includes procurement of PIO material, on-site technical support, and modernization and repair efforts. The contract will be issued in accordance with statutory authority that allows for sole source acquisition due to HII’s unique qualifications and extensive experience as the original design agent and shipbuilder for CG-47 Class ships, having performed these functions since 1988. The anticipated award date for the contract is in the fourth quarter of fiscal year 2019, with a period of performance that includes one base year and four option years. Due to the specialized nature of the work and HII’s deep knowledge and history with these ship classes, transferring this support to another provider would result in significant additional costs and delays. This solicitation notice serves only as a pre-solicitation and is not a request for competitive proposals. While other companies may submit capability statements or proposals, the government retains full discretion over the decision to award without competition. For subcontracting opportunities, interested parties are directed to contact HII directly.

All responsible sources may submit a capability statement, proposal, or quotation, which shall be considered by the agency. However, a determination by the Government not to compete this proposed contract is solely within the discretion of the Government. This pre-solicitation notice is for information only and shall not be construed as a commitment by the Government to solicit contractual offers or award of contracts. The Government is not soliciting, nor will it accept proposals as a result of this synopsis.
