AI Contract Overview
The contract is for the procurement of 37 mounting plates identified by NSN 5340-01-487-8524 under solicitation SPE7L1-26-T-845D, issued by the Department of Defense’s Land Supply Chain with a response deadline of July 27, 2026, and an award date-based delivery requirement of 242 days. The place of performance is Tracy, California, with FOB Destination terms meaning the contractor assumes all transportation costs and risks until delivery. The product must comply with strict packaging standards including MIL-STD-2073-1E and DLA’s RP001 for palletization, and be marked per MIL-STD-129 and MIL-STD-130N with Unique Item Identification and barcoding. The item is subject to export control under ITAR or EAR, requiring prior authorization for any disclosure to foreign persons, and access is restricted to contractors approved under the US/Canada Joint Certification Program who have completed required DLA training. Mercury or mercury-containing compounds are prohibited in contact with the hardware except for specific exempted applications like batteries or weapon systems, and any portable instruments containing mercury must feature shock-proof construction and a secondary containment. The supplies must be preserved using method 10 (clean and dry) without additional preservation material, and all hazardous materials must be labeled in accordance with OSHA’s Hazard Communication Standard and MIL-STD-129. Inspection and acceptance occur at the destination by the Government under FAR 52.246-1, with compliance verified against technical requirements from the DLA Master List of Technical and Quality Requirements. The solicitation mandates electronic submission via DIBBS and payment via WAWF, with no contract value specified due to missing unit price data. Offerors must represent their size status, including eligibility for small business programs such as HUBZone, and confirm UEI and CAGE codes. Clauses addressing trafficking in persons, employment eligibility, sustainable products, whistleblower rights, and NIST SP 800-171 cybersecurity requirements are incorporated, alongside restrictions on the use of covered defense telecommunications equipment. No technical specifications beyond compliance requirements are provided, and the basis of award is not explicitly defined but appears price-sensitive with HUBZone preferences.
