The Defense Contract Management Office is seeking a Firm Fixed Price Task Order under the DoD ESI BPA for the sustainment, operation, and expansion of its accredited ServiceNow Impact Level 4 and Impact Level 5 enterprise platform. This comprehensive effort, valued at an estimated 90,467,667.83 dollars over a base year and four option years, is categorized under NAICS code 513210. The Government requires comprehensive services to sustain, operate, and expand its existing, accredited ServiceNow Impact Level 4 (IL4) and Impact Level 5 (IL5) enterprise platform. The required services and supplies are broken into three main efforts:
a. Platform Sustainment and Operations: Provide continuous, uninterrupted O&M and sustainment support for the entire DCMA ServiceNow enterprise footprint. This includes the existing baseline applications—most notably the mission-critical Unmanned Aircraft Systems (UAS) “Blue List”—as well as IT Service Management (ITSM), and Strategic Portfolio Management (SPM). This effort covers platform health monitoring, security patching, version upgrades, and Tier 2/3 technical support.
b. Capability Expansion and Implementation: Provide the specialized implementation and configuration services to design, develop, test, and deploy seventeen (17) new mission and business capabilities natively within the ServiceNow platform. This modernization effort will replace fragmented, manual, and legacy business processes.
c. Software Licensing: Procure the necessary ServiceNow software subscription units (SUs) and licenses required to operate the new modules, acquired via the DoD ESI BPA.

Investment Software System 1 Year Term
Solicitation # INF-2026-0428
The City of Houston is soliciting bids for an automated and configurable investment management software platform to oversee its fixed-income investment portfolios, which have a market value of approximately 7.4 billion dollars. The primary objective is to eliminate manual reconciliations and spreadsheet dependency by implementing a system that provides real-time tracking, an integrated investment ledger, and automated calculations for interest accruals and mark-to-market valuations. Key deliverables include the provision of interest rate risk metrics, policy compliance reporting, and comprehensive implementation services encompassing data migration, tailored configuration, and operational training. The system must feature role-based security permissions, full audit trails, and built-in reconciliation tools to ensure data integrity. The contract will be awarded to a responsive and responsible bidder, primarily based on the overall low net bid meeting all specifications, though the City reserves the right to award based on individual items or the overall best bid. Qualified vendors must demonstrate experience managing portfolios of a similar scale and provide a technical roadmap addressing evolving industry practices. Bidders are required to submit descriptive software literature and certify compliance with various legal standards, including Equal Opportunity employment, anti-collusion measures, and Texas Government Code regarding foreign terrorist organizations. Payment terms are set at thirty days following invoice approval or acceptance of services.
