Plumbing Services for Central & West Heating & Refrigeration Plants

The General Services Administration has a requirement to solicit for plumbing services at the West and Central Heating Plants in Washington, DC. THIS PROCUREMENT IS SET ASIDE FOR HUBZONE SMALL BUSINESS ONLY. OFFERS FROM LARGE BUSINESS WILL NOT BE CONSIDERED. Statement of Work: The successful offeror shall furnish all of the necessary equipment, labor, supplies, and supervision to provide the plumbing services to the GSA, West and Central Heating Plants in Washington, DC. Services are to be provided for a period of one year, with the Government having the unilateral option to extend services for four (4) consecutive additional periods of one year each. Contract Procedures: This requirement will be solicited on a full and open competition basis after exclusion of sources. A Request for Proposal is required for this Solicitation. Award shall be made in accordance with FAR 15.101-2 Lowest Price Technically Acceptable Source Selection Process (LPTA) to the lowest evaluated price proposal that meets or exceeds the acceptability standards for the non-price factors. A technically acceptable proposal MUST be rated as acceptable for each non-price evaluation factor in order to be considered. A firm fixed price type contract will be awarded to the Offeror with the lowest priced, technically acceptable proposal when the source selection process ends. It is the offeror's responsibility to monitor EPS site at https://www.fbo.gov for the release of all information regarding this requirement. The solicitation will be posted on FBO on or about July, 1st 2010. Proposal due date will be noted in the solicitation. Successful offerors must be registered in the Central Contractor Registration (CCR) database at www.ccr.gov per FAR 52.204-7. All prospective offerors are also required to use the Online Representations and Certifications Application (ORCA) in federal solicitations as a part of the proposal submission. A pre-bid meeting, including a walk-through of some of the plumbing pipes, will be scheduled on or about July 12, 2010. Hard hats must be worn during the walk through: therefore all prospective offerors are requested to bring hard hats. Please be advised that any clarifications and/or changes to this solicitation will be made by writing an amendment to the solicitation.
