The USDA Forest Service is soliciting lawncare services for multiple locations within the Payette National Forest, including the McCall and Krassel Ranger District Offices, the Payette National Forest Supervisor’s Office, and the Daycare Center in McCall, Idaho. The contract is structured as a firm fixed price award with a base period and four optional one-year extensions, potentially spanning up to five years and six months. Services require weekly mowing of approximately 110,000 square feet of lawn with strict maintenance standards: grass must be kept between 3 and 3.5 inches, vegetation must be edged within a half-inch of hard surfaces, trimmed to match surrounding grass, and damaged areas must be repaired via seeding, sprigging, or sodding. Dead or unhealthy plants must be replaced within 15 days using identical type and size. The contractor is responsible for supplying all personnel, equipment, tools, and supplies—excluding government-furnished items—with laborers required to be paid at least $17.94 per hour plus fringe benefits under the Service Contract Labor Standards. Performance is limited to approximately 19 weeks annually, beginning between May and June and concluding by October, with exact dates determined by annual start/stop work orders. The solicitation is a total small business set-aside under FAR 19.5, with eligibility restricted to small businesses certified in SAM, and includes several compliance clauses such as the Fair Labor Standards Act, Paid Sick Leave under Executive Order 13706, Employment Eligibility Verification, Buy American Act certifications, and requirements to report biobased product usage.
