This solicitation seeks non-personal landscape services for the National Weather Service Weather Forecast Office in Ruskin, Florida, under a small business set-aside with the NAICS code 561730 and a size standard of $9.5 million. The contract is structured as a single firm fixed-price purchase order on an all-or-none basis with a base year running from the date of award through May 31, 2027, and four optional one-year extension periods extending through May 31, 2031. The Government intends to award based on the Lowest Price Technically Acceptable (LPTA) methodology, where technical acceptability is a pass/fail gate before price is considered. All vendors must be currently registered and active in the System for Award Management (SAM), provide a Unique Entity Identifier (UEI) and CAGE code, and demonstrate compliance with green environmental standards through certification or self-certification of products used in performance. The statement of work requires full provision of labor, equipment, and materials for landscape maintenance, with all work to be performed between 10 a.m. and 5 p.m., and strict adherence to state and federal pesticide regulations, including certification of personnel handling herbicides or insecticides. The incumbent contractor, Parrish Lawn Care LLC, previously performed these services under a five-year agreement totaling $46,200. A critical amendment issued on June 3, 2026, mandates that all offerors explicitly address the significant initial cleanup required due to a service gap since May 11, 2026, during which the grounds have deteriorated with overgrown vegetation, weeds, and unmanaged bushes. Bidders must detail their technical approach to restoring the property to acceptable conditions and ensure their base year pricing fully accounts for this additional work, as no supplemental funds will be provided after award. The solicitation has been extended to 10:00 a.m. MDT on June 5, 2026, and requires submission via email to Kirsten Keen at NOAA. Offers must include a signed SF-18 or company form, affirmation of agreement with all solicitation terms, and must comply with a comprehensive array of FAR clauses including labor standards, environmental reporting, trafficking in persons, equal opportunity, and payment requirements through Electronic Funds Transfer. A site visit is strongly encouraged but not mandatory, with contact information provided for scheduling. The contract incorporates wage determination 2015-457

AMENDMENT 0001 06/03/2026: The purpose of this amendment is to:
* Add Question and Answer document
* THIS INCLUDES A QUESTION AND ANSWER PERTAINING TO THE CURRENT CONDITION OF THE GROUNDS AND HOW QUOTES NEED TO ADDRESS THE INITIAL WORK TO GET THE GROUNDS CLEANED UP!

* Solicitation update – respondents must address in Technical Approach the initial cleanup that will need to be taken to get grounds back under control after there being weeks without services at the time of award.
* By the time an award is made, the Ruskin, FL NWS location will have been without landscape services since 05/11/2026. At a minimum, there will be weeds, overgrown lawn, and bushes that need to be shaped/cleaned up; more initial work will be required than would be experienced if there was no gap in services. Please clearly address how you will get the property back under control and ensure that your quoted pricing for the Base Year reflects this additional effort because no additional funds will be added after award to handle the initial care that will be required. Acknowledge your understanding of this in your response to this solicitation.

* Add RFO 52.223-23

* Extend deadline to 10:00am MDT 06/05/2026

END OF AMENDMENT 0001.
