United States Department of Agriculture Single Source Justification Less Than the Simplified Acquisition Threshold (SAT) FAR 13.106-1(b)(1) Description of supply or service required to meet the agency's needs. Refrigerated Trailer Conversion project - Polar King International H612T Cooler 35'F Temperature Trailer in accordance with specifications on Statement of Work. - Remove old cooler condensing unit and evaporator coil: evacuate refrigerant, cut lines, dispose of system. - Remove old shelf mount. - Reinforce wall with wood and fiberglass over. - Install new shelf for refrigeration system, locate per drawing. - Install new FFAP-A22Z-CFV dual temp system. - Install new RL6E-105 evaporator coil, connect to cond. unit, charge, and test. - Remove old relief port, add new heated relief port. - Modify generator platform for larger Onan QD 10000 generator and fuel tank. - Roundtrip freight to pick-up trailer and return modified trailer. Structure: Factory prefabricated and having a unitized design (no panels). Structure shall have a seamless fiberglass interior and exterior with no less than 4" thick wall & roof insulation. The fiberglass exterior shall be rust, dent, and scratch resistant. The exterior will be painted white. Price shall include round trip to and from Harrisburg, PA for pick up and drop off the unit. Rationale or circumstances for limiting competition. IAW FAR 13.106-1 (b) (i) Soliciting competition Soliciting from a single source. (1) For purchases not exceeding the simplified acquisition threshold. (i) Contracting officers may solicit from one source if the contracting officer determines that the circumstances of the contract action deem only one source reasonably available (e.g., urgency, exclusive licensing agreements, brand-name or industrial mobilization). This is a follow on requirement. Polar king provided the original cooler and this is a conversion. Any additional equipment must be compatible in all aspects with existing systems/equipment presently installed. Using other service companies to perform the work who may not be familiar with how Polar King walls and trailer are designed could result in performance issues or failures at a future date. It is our understanding that pursuant to the patents listed below, pertaining to this acquisition; Products manufactured by Polar King International, Inc are unmatched and are unduplicated which limits competition. Patent Numbers 4,925,509 - Method of making a frameless refrigerated storage enclosure. 5,711,073 - Method of constructing refrigerated beverage trailer.
