The General Services Administration (GSA) awarded contracts under the Polaris Governmentwide Acquisition Contract (GWAC) Service-Disabled Veteran-Owned Small Business (SDVOSB) Pool through Solicitation Number 47QTCB22R0007, which was initially released in September 2022 with a proposal due date of November 18, 2022. The solicitation established a Multiple Award, Indefinite-Delivery, Indefinite-Quantity (IDIQ) contract framework to acquire customized IT services and solutions, with no maximum dollar ceiling on the master contract or individual task orders. The award process was conducted under a Highest Technically Rated Qualifying (HTRQ) methodology, with up to 70 awards potentially made based on technical merit alone; cost and pricing were not evaluated at the master contract level. Offerors were required to self-certify as SDVOSBs in SAM.gov, maintain an active Unique Entity ID, and submit comprehensive documentation including financial qualifications via GSA Form 527, past performance evaluations using standardized rating forms, joint venture experience templates, and verified project data through FPDS-NG reports and the Project Verification Form. The solicitation included a detailed set of attachments covering representations, certifications, labor categories, cybersecurity requirements, and performance metrics aligned with federal standards such as NIST SP 800-171, CMMC 2.0, and the TBM Playbook. Amendments were issued in response to legal challenges and to extend offer acceptance periods, incorporating updates to evaluation criteria, SAM.gov compliance procedures, and submission protocols, all of which were managed exclusively through the Polaris Submission Portal. Contract administration emphasized compliance with anti-kickback, contingent fee, and fraud prevention clauses under FAR and GSAR, including strict limitations on subcontractor sales and payments to influence federal transactions. The pool's performance period spans five years, extendable for an additional five years, with task orders issued by Ordering Contracting Officers who determine specific deliverables, locations (CONUS or OCONUS), and security requirements, including facility and personnel clearances that contractors must independently obtain. Successive award announcements occurred throughout 2025 and into 2026, with initial phase awards made in November 2025 and subsequent add-ons following for offerors previously deemed apparently successful, including seventeen new winners announced on June 23, 2026, bringing the total number of awardees to the full complement determined through

General Info
