There is a need to identify candidates best suited for promotion to the positions of Police Captain, Police Lieutenant, Police Sergeant, and Police Detective, considering the parameters of a rule of three ranks merit system. The rule of three ranks merit system closely approximates a top-down selection approach. The current minimum qualifications for these titles are as follows: Rank Minimum Qualifications Include: Estimated Eligible Applicants Police Captain 2 years in rank of Police Lieutenant 11 Police Lieutenant 3 years in rank of Police Sergeant 25 Police Sergeant 4 years as Police Officer in NHPD 120 Police Detective 4 years as Police Officer in NHPD 120 Bidders are advised to itemize their proposal separately for all positions, and at per candidate cost. The selection processes for the positions referenced in this RFP should be developed and conducted in compliance with the Federal Uniform Guidelines, State and Local rules and regulations regarding merit system testing, as well as guided by the Principles for the Validation and Use of Personnel Selection Procedures, hereafter referred to as the Principles for Validation.
