The United States Capitol Police is soliciting quotations for poly foam target backers, target stands and target tacks for firearms training operations. These backers, stands and tacks are necessary to safely complete handgun qualifications for long-gun training. The requirement includes Action Target part numbers BAC-PF5, STD-PF and PF-TAC PAC, or equal products meeting the requirements identified below.

Please submit all questions in writing to Eboni.Luck@uscp.gov using the Attachment B - Questions and Answers Template no later than Friday, August 21, 2026 at 5:00pm EST. USCP responses to vendor's questions will be provided as an attachment to this RFQ and the solicitation will be amended, if necessary. It is the responsibility of the contractor to check this posting for updates. Questions received after the deadline may not be answered.
The evaluation criteria is Lowest Priced Technically Acceptable (LPTA).

Attached is the USCP's draft Terms and Conditions (T &C) for Purchase Orders. The USCP ’s T &Cs shall be included in the purchase order contract issued to the vendor selected for award. The USCP reserves the right to make changes.
USCP52.039 Availability of Funds -
The USCP ’s obligation under this order is contingent upon the availability of appropriated funds from which payment for contracting purposes can be made. No legal liability on the part of the USCP may arise until the funds are made available to the Contracting Officer for this contract action.
