Solicitation SPE8ES-27-T-0246, issued by the Defense Logistics Agency Troop Support, is for the procurement of polyurethane coating under NSN 8010-01-620-1704. The required material must conform to MIL-PRF-85285, specifically Type I for aircraft applications with a maximum VOC content of 420 g/l, Class H high-solids formulation containing isocyanates, and Grade N for non-phosphate ester hydraulic fluid resistance. The product must be gloss gray per FED-STD-595 color 16515 and is supplied in boxes containing six 16 oz aerosol cans with a 12 oz net weight per can. A critical requirement for this award is that the manufacturer must be approved on the Qualified Products List (QPL) at the time of contract award. The contract specifies a delivery timeframe of 20 days after receipt of the order, with an original required delivery date of October 30, 2026, delivered FOB destination to the OPNAV Sea Duty Component at Naval Air Weapons Station Point Mugu, California. Packaging and marking must adhere to MIL-STD-2073-1E and MIL-STD-129, including the addition of lot or batch numbers and a 12-month extendable shelf life. Due to the hazardous nature of the materials, suppliers must provide Safety Data Sheets and labels compliant with 29 CFR 1910.1200. Administrative requirements include the use of the Wide Area WorkFlow (WAWF) system for invoicing and compliance with various DFARS clauses regarding cybersecurity, the Buy American Act, and the prohibition of hexavalent chromium.
