DND has a requirement to transport and administer blood products and intravenous fluids to patients during these operations and training in order to provide life-saving care as close as possible to the point of injury. The commercial-off-the-shelf portable infusion systems will be used by medical personnel to administer whole blood and other intravenous (IV) medical fluids in the operational combat setting and, as such, must be light-weight, autonomous and portable. An ACAN is a public notice indicating to the supplier community that a department or agency intends to award a contract for goods, services or construction to a pre-identified supplier, thereby allowing other suppliers to signal their interest in bidding, by submitting a statement of capabilities. If no supplier submits a statement of capabilities that meets the requirements set out in the ACAN, on or before the closing date stated in the ACAN, the Contracting Officer may then proceed with the award to the pre-identified supplier. The closing date and time for accepting statements of capabilities is 07 August 2025 at 14:00 EST.
