Portable Hygiene Facilities

The Naval Supply Systems Command Fleet Logistics Center Norfolk is seeking to award a Firm-Fixed Price contract under a Total Small Business Set-Aside for Portable Hygiene Facilities in support of Maritime Expeditionary Security Squadron 4, using FAR Part 12 procedures for commercial products and services. The procurement is identified by solicitation number N0018926QL163 under NAICS code 562991, with a small business size standard of $9,000,000, and requires offerors to be current in SAM.gov with verified small business status within the last 12 months. The contract will be performed at MCAS Cherry Point Boat Docks in North Carolina, with a defined period of performance from June 10 to June 19, 2026, broken into three phases: installation from June 10–11, operational support from June 12–18, and breakdown and retrieval on June 19. All contractor personnel must have valid base access at the time of quote submission and must comply with strict DoD security requirements, including a favorably completed NACI or T1 investigation with FBI fingerprinting, submission of SF-85 forms and FD-258 fingerprint cards at least 30 days prior to access, and completion of Level I Antiterrorism Awareness Training within the past year. The contractor must also meet cybersecurity requirements under 252.204-7012 for safeguarding covered defense information and comply with prohibitions on acquiring covered telecommunications equipment or foreign-made unmanned aircraft systems. Payment will be processed through WAWF, requiring SAM registration and WAWF access, with invoices and receiving reports submitted in accordance with DFARS Appendix F. The award will be based primarily on price, though the government reserves the right to consider past performance if necessary to determine best value.
