Z--SAGU Vault Toilets & Septic Tank Pumping

This contract requires a small business to provide comprehensive septic tank, lift station, and vault toilet pumping and maintenance services across both the Rincon Mountain and Tucson Mountain Districts of Saguaro National Park, supporting nearly one million annual visitors and operational facilities. The work includes pumping and removing effluent, sewage, sludge, and debris from over 20 designated sites, transporting waste in sealed tankers to ADEQ-approved facilities, sanitizing vault interiors and work areas, and submitting detailed service logs, waste manifests, safety plans, and photographic documentation of cleaned facilities. All services must comply with strict environmental and safety standards, including EPA SPCC regulations, NPS invasive species protocols, MUTCD and DOT traffic control requirements, OSHA confined space rules, and ANSI, NFPA, IBC, and NECA codes. The performance period begins June 15, 2026, with a base year of twelve months and up to four additional one-year option periods, not to exceed five years total. Work is scheduled Monday through Friday between 6:00 a.m. and 2:30 p.m., with after-hours or weekend work requiring 48 hours' notice and COR approval, and emergency responses expected within 24 hours. Pricing is based on actual volume pumped, with estimated annual capacities listed for each site, and billing will account for potential multiple trips due to non-aligned service schedules. The acquisition is structured as a 100% total small business set-aside under NAICS code 562991 with a $9 million size standard, and the offeror must be actively registered in SAM with a valid UEI at submission, award, and throughout contract performance. Proposals must include a completed SF-18, signed SF-30 if responding to amendments, a two-page capability statement, three relevant prior experience references, and a fully completed price schedule. Invoices must be submitted electronically through the Treasury’s IPP system with a PDF copy including contract number, service dates, vendor letterhead, and line-item pricing. Non-compliance with submission format, late submissions, or inactive SAM registration will disqualify offers. Site visits are strongly encouraged but not mandatory, and failure to inspect does not relieve performance obligations. Wage determinations under the Service Contract Act govern labor rates, and contractors cannot pass uniform maintenance costs to employees if they reduce pay below required levels.
