6670--Gravimetric Scales
Solicitation # 36C26227Q0058
The Department of Veterans Affairs, through the NCO 22 Gilbert Network Contracting office, has issued a Sources Sought Notice and Request for Information to identify qualified sources for a gravimetric scale solution at the VA Loma Linda Healthcare System in California. This is not a formal solicitation but a planning effort to gather market research and determine the availability of capable vendors under NAICS code 334519, which has a size standard of 600 employees. The government is seeking a solution for a base period plus four option years that must fully integrate with the existing BD Pyxis IV Prep workflow platform for sterile compounding documentation, ingredient verification, and quality assurance without requiring the replacement of the current system. The required solution must support direct transmission of weight measurements to the BD Pyxis IV Prep application, maintain existing electronic audit trails, and provide real-time alerts for ingredient weight variances. The selected vendor will be responsible for installation, operational verification, and ongoing technical support. Interested respondents must provide a detailed capabilities statement, business size status, and information regarding FDA clearance, Buy American Act compliance, and lead times. Responses, including optional general pricing for market research, must be submitted via email to the contracting officer by October 29, 2026, at 15:00 Pacific Local Time.

The U.S. Department of Commerce, National Oceanic and Atmospheric Administration, intends to award a sole source contract to Handix Scientific, Inc. for the procurement of ten portable optical particle spectrometers (POPS) for the Office of Atmospheric Research, Chemical Sciences Laboratory. With an estimated value of 99,500.00 dollars, these instruments are essential for a field research project conducting globally distributed balloon sonde measurements to study stratospheric aerosol loading and properties. The contract, identified by solicitation number 1305M325P0024, requires the units to be delivered by September 26, 2025. Handix Scientific was selected as the sole source because the POPS instruments are the only commercially available options that meet stringent technical requirements, including a weight of less than 1 kg, power consumption under 6 W, and a minimum detectable particle size of 140 nm. These specifications are critical for operation in high-altitude, low-pressure, and cold-temperature environments. Market research and a Source Sought notice confirmed that no other providers could meet these needs, and the POPS design is specifically compatible with existing systems used by the Chemical Sciences Laboratory.

Full Description

Intent to Award Sole Source Agency and Contracting Activity The U.S. Department of Commerce (DOC), National Oceanic and Atmospheric Administration (NOAA), Western Acquisitions Division (WAD) intends to award, on a sole source basis, under the authority of FAR 13.106-1(b)(1), with Handix Scientific, Inc. located in Ft. Collins, CO, for ten (10) portable optical particle spectrometers (POPS), for the Office of Atmospheric Research (OAR), Chemical Sciences Laboratory located in Boulder, CO. Description of Supplies Required The OAR CSL requires ten (10) small optical particle counters (OPCs) for use in a field research project. The required OPCs are specifically the POPS. These instruments are needed for a project conducting globally distributed balloon sonde measurements of aerosol vertical profiles to study variability in stratospheric aerosol loading and properties. The science needs and sonde payload limitations impose instrument requirements of: Weight < 1 kg Power consumption < 6 W 100% minimum detectable particle size ? 140 nm diameter Capability to operate in high-altitude, low-pressure, and cold-temperature environments Ability to deliver 10 units by Sep 26, 2025, with partial deliveries permitted by production. Market Research Handix Scientific, Inc. has been identified as the only known source that can provide the POPS needed for use in the OAR CSL project that meet the Government's intended use. A Source Sought notice was posted on August 1, 2025 and closed on August 8, 2025. No responses were received. Rationale for Sole Source Handix Scientific is the sole commercial producer of the POPS instrument that meets all the specified requirements for this project. The POPS instruments are compatible in form, fit, and function with existing systems and equipment used by CSL. CSL originally designed and constructed this sensor due to the lack of any available commercial instrument that met their needs, and Handix Scientific has replicated this design. No other commercially available optical particle counter (OPC) instruments meet the stringent requirements for this project, particularly regarding size, weight, power consumption, and low particle size detection limit for high-altitude, low-pressure, and cold-temperature environments. Alternative instruments either do not achieve the necessary detection limits, have not been demonstrated to work at high altitudes, or have significantly higher power consumption, making them unsuitable for battery-operated balloon sonde flights. Without the requested procurement of POPS instruments from Handix Scientific, CSL would not be able to successfully carry out this critical research project, jeopardizing the scientific objectives of studying stratospheric aerosol loading and properties.

NOAAPort Replacement Capabilities
Solicitation # 142083-27-0002
The Department of Commerce, National Oceanic and Atmospheric Administration (NOAA), and the National Weather Service (NWS) have issued Request for Information (RFI) No. 142083-27-0002 to conduct market research for the replacement of the legacy NOAAPort Satellite Broadcast Network (SBN). The government is seeking information on innovative, high-reliability distribution capabilities—which could be cloud-based, terrestrial, satellite, or hybrid—to deliver mission-critical weather data to a geographically dispersed user community. The replacement system must support the exchange, ingestion, processing, and distribution of data products and must integrate with the NWS Hydrometeorological Interactive Virtual Environment (HIVE) and the Centralized Integrated Real-Time Repository for Unified Services (CIRRUS) using common internet protocols such as APIs and MQTT. This notice is for planning purposes only and is not a solicitation for award; no funds have been authorized or appropriated for this effort at this time. The NWS intends to deactivate the legacy SBN as early as August 31, 2027, and is requesting industry feedback on technical architectures, cloud migration strategies, security protocols, and rough order of magnitude cost estimates. Interested respondents must submit their responses in Microsoft Word or PDF format to the designated points of contact by October 29, 2026, at 12:00 p.m. Eastern Time. The government is utilizing this RFI to inform its acquisition strategy and evaluate potential small business set-aside opportunities under NAICS code 541512.
