Contract N00178-26-P-C400 is a Firm Fixed Price sole-source award granted to Kitco Fiber Optics, Inc. (CAGE: 08RC6) for the procurement of one Emergency Fiber Optic Staging Kit and four Small Fiber Optic Kits. The total contract value is $1,262,061.36, with a performance period of 13 weeks beginning October 21, 2025. This acquisition supports the Naval Surface Warfare Center, Dahlgren Division (NSWCDD) Fiber Optic Program, specifically aiding the life-cycle management of fiber optic systems across Navy vessels through research, development, construction, and maintenance. The award was justified under 10 U.S.C. 3204(a)(1) and FAR 6.302-1(a)(2) because Kitco Fiber Optics is the only responsible source capable of providing kits that meet the technical specifications of NAVSEA Drawing 8999916. The proprietary nature of the equipment, including specialized tooling and Measurement Quality Jumpers, ensures form, fit, and function compatibility with existing Navy infrastructure, thereby avoiding costly system redesigns and significant project delays. Performance and acceptance are centered in Dahlgren, Virginia, with the government serving as the responsible party for inspection and acceptance.
